Diplomatic norm-entrepreneurship by middle powers and polylateral success in areas that were historically exclusively state-centric explain the principle behind the Middle Powers Initiative (MPI).
It involves cooper- ation between seven international NGOs and a number of middle power governments, in order 'to encourage and educate the nuclear weapons states to take immediate practical steps that reduce nuclear dangers, and commence negotiations to eliminate nuclear weapons' (MPI 2017).
The MPI was particularly active in the preparation phase leading up to the 2010 NPT Review Conference and in the aftermath, assisted states with implementation of the commitments they made.
